Realizing that she could save many people with her powers, Tsugumi has begun her work as a member of Fukurou. However, when she is having a meal with Hayato and the others at the end of their rounds, they hear a ruckus outside. A group called "Kagutsuchi" appears that plunders books from citizens and burns them on the spot. Sagisawa Rui, a victim who had a precious book burned, asks Tsugumi for her help in resolving this problem.
